Human Resources in the Canadian Steel Sector

The last comprehensive study of the human resources of the steel sector was conducted by CSTEC in 2004 and issued in 2005. That study certainly did not end up on a shelf.

Many of the findings and recommendations have, and are being acted upon by CSTEC, largely in the area of training and apprenticeship. The Canadian Federal Government, which funded that study, was so pleased with the final product that it has held it out as a model for other sectors to follow. Indeed, HRSDC has recently shown its confidence in CSTEC by agreeing to provide it with the necessary funding for this new Sector Study Update.

The Canadian steel industry has been transformed over the last two years with global consolidation and foreign acquisitions. This transformation of ownership has created the requirement for better sector intelligence and the need to identify and confirm the Human Resource issues of the sector.

The Sector Study Update will provide a comprehensive diagnosis of the short and long-term human resource issues and challenges facing the steel industry, as well as provide a basis for developing a human resource strategy and action plan not just for basic steel, but for the broader industry which includes fabricators and service centres. The results will ensure that future activities of The Canadian Steel Trade and Employment Congress (CSTEC) reflect the Human Resource needs of the steel industry.
